IIA Track 37 — Horizon Europe Consortium Participation Support

Connects Israeli government reimburses proposal-writing and partner-search costs for Israeli industrial companies joining Horizon Europe consortia at rate.

Track 37 is the Israel Innovation Authority's reimbursement route for Israeli companies preparing Horizon Europe consortium proposals. It is surfaced through ISERD, which acts as Israel's gateway to European research and innovation programmes and provides the advisory and matchmaking layer around the application. The next submission deadline is 18 June 2026. The track reimburses eligible proposal costs rather than financing the research itself, with support of up to ILS 40,000 for the individual track, ILS 60,000 for the consortium track, and ILS 90,000 for the consortium leader track. Funding covers 75% of approved costs, and eligible spending includes consultant support, travel to partner meetings in Europe, and partner-search platforms. Expenses can be claimed for work done up to six months before submission, and the IIA filing must land no later than seven days after the Horizon Europe submission. The route is designed for industrial corporations and similar companies that are already building a Horizon Europe bid and want to offset the front-end cost of coordination. It is not a general consulting or academic support line, and the strongest fit is a company that can document a real consortium submission and keep the timeline clean from first draft to final filing.
