Track 37 is the Israel Innovation Authority's (IIA) direct reimbursement instrument for Israeli industrial corporations that submit proposals to the European Union's Horizon Europe programme. It is co-administered with ISERD, the Israel-Europe Research and Innovation Directorate, which routes eligible applicants to the IIA programme. The track reimburses out-of-pocket proposal preparation costs — including consultant fees for writing the Horizon Europe application, travel to Europe for partner-search meetings, and partner-search platform subscriptions — at a rate of 75% of the approved budget. Expenses incurred up to six months before the EU submission date are eligible.

Three funding tiers exist based on the applicant's role in the consortium: individual track (up to ILS 40,000), consortium partner track (up to ILS 60,000), and consortium leader track (up to ILS 90,000). The next submission deadline is 18 June 2026. The IIA application must be filed both before the IIA call closes and no later than seven days after the EU Horizon Europe deadline. Payment is made only after the EU call closes and the applicant provides proof of EU submission together with expense invoices. Project execution period is up to 12 months.

Only Israeli industrial corporations, implementation companies, municipal economic companies, or innovation centres are eligible — academic researchers and consulting firms leading European consortia are excluded. Applicants apply via the IIA personal portal at my.innovationisrael.org.il, submitting the application form and required attachments. An applicant who has previously received the individual-track grant cannot reapply on that tier but may apply on the consortium track for a different project. The track is specifically designed to increase long-term participation and leadership of Israeli industry in international R&D consortia.
