State Research Programmes (VPP) are thematic multi-year research programmes under the Latvian Council of Science, commissioned by sectoral ministries and funded from the state budget. Each theme answers a strategic national priority, so the suite works more like a ministry-backed research portfolio than a single standing call. Active 2026 themes include Digital Humanities, Agriculture and Forestry, AI for Document Processing, and Education 2023 to 2026. Award size depends on the theme; the Education 2023 to 2026 call shows a range of EUR 300,000 to EUR 1.35 million for a single winning project. Themes launch on separate schedules through the year, and each has its own budget, duration, and deadline. The best fit is a Latvian research institution that can align with a ministry brief and build a project around a defined public policy need. State institutions may participate as cooperation partners, so the programme rewards consortia with strong subject ownership and a clear route from research into government use. Applicants who can read the policy signal correctly usually have the clearest path.
