VPP Education — Third

The VPP Education 2023–2026 programme is a thematic State Research Programme administered by the Latvian Council of Science (LZP) under the authority of the Cabinet of Ministers. The third call under this programme funds research into AI-assisted individualised learning, teaching, and assessment in Latvian general and higher education. Projects are expected to develop and test integration scenarios for AI and other educational technologies, and to propose a national implementation strategy for individualized education. The programme funds a single project per call, with per-project budgets ranging from EUR 300,000 to EUR 1,350,000 depending on project scope.
Eligible applicants are Latvian scientific institutions registered in the national Register of Scientific Institutions. State institutions whose scientific activities are defined by external legal instruments may join as cooperation partners but cannot serve as lead applicants. Commercial entities and individuals are not eligible. The previous third-call deadline was November 4 (estimated 2025, based on call documentation); a re-announcement or fourth call under the 2023–2026 programme framework may be issued in 2026 — applicants should monitor the LZP and researchlatvia.gov.lv portals. Submission is through the National Scientific Activity Information System at sciencelatvia.lv in Latvian.
Because only one project is funded per call, the competition is intense and proposals must demonstrate a direct, nationally significant connection to the AI-in-education focus. Strong applications will include a concrete implementation plan, measurable learning outcomes, and a credible path toward a national adoption recommendation. Separate VPP themes — Digital Humanities, Agriculture and Forestry, and AI for Document Processing — have distinct 2026 call windows and are administered as separate competitions by LZP. Each VPP theme constitutes its own grant opportunity with independent eligibility requirements.
