The SME Hightech Call sits under Holland High Tech / Topsector HTSM and funds two-year collaborative R&D between a Dutch high-tech SME and research organisations. It is delivered in the Netherlands through the HHT portal, and it is part of a ministry-backed PPP innovation route for companies that need a research partner to move a technology forward. The scheme uses grants rather than equity or loans. SMEs can receive up to €300,000 at a 50 percent grant rate, research partners can receive up to €150,000 at 80 percent, and the SME side must carry at least twice the cost base of the research partner side. The 2025 call carried a €5 million budget, required an SME declaration, and used a two-phase review with a brief first submission followed by an invitation round. The strongest fit is a Dutch high-tech SME that can work in a consortium and fund its own share of the project while the research partner brings complementary capability. The programme rewards projects that are clearly joint work, technically credible, and structured well enough to fit a two-year schedule, because the application path asks teams to clear both collaboration and cost-balance tests before they reach a full proposal.
