The SME Hightech Call 2025 is a two-year co-development grant from Holland High Tech for high-tech Dutch SMEs collaborating with research organisations on HTSM-relevant technology development. The total budget for the 2025 edition was €5 million, with €3.3 million specifically reserved for SME costs. Eleven SMEs were selected in the 2025 edition, with decisions announced May 18, 2026. The program is funded through the Ministry of Economic Affairs' PPP Innovation Scheme and administered directly by Holland High Tech through its own portal.

SMEs receive a maximum of €300,000 over two years at a 50% grant rate, meaning the SME must co-finance the other 50% itself. Research partners (universities, institutes) are eligible for up to €150,000 at an 80% grant rate. A structural requirement mandates that SME project costs must be at least twice the cost of the research partner's portion. The 2025 call followed a two-phase process: a brief Phase 1 submission window ran January 5–9, 2026 (portal account request deadline December 17, 2025), followed by full Phase 2 proposals due March 27, 2026. SMEs must hold a valid SME declaration and be active in a high-tech domain aligned with HTSM priorities.

Applications are submitted through the Holland High Tech portal at portal.hollandhightech.nl. The 2025 edition is closed. A 2026 edition is expected but had not been published at the time this record was compiled. Applicants should monitor the Holland High Tech website for the next call opening. Teams should note that portal access must be requested before the Phase 1 submission window opens — late access requests are not accommodated.

High-tech product and process innovation across all HTSM-relevant technology domains, conducted by Dutch SMEs in collaboration with research organisations over two years.
