The Capacity Development Support Program is KOSGEB's Turkish financing route for fast-growing SMEs in manufacturing and selected knowledge sectors. It serves enterprises in manufacturing, telecommunications, computer programming, IT infrastructure, and R&D, and the model combines a small non-refundable support element with commercial credit delivered through partner banks. Funding runs from 1,000,000 TRY to 20,000,000 TRY in standard cases, with a 30,000,000 TRY ceiling for defense and aerospace supplier development. The project period lasts up to 24 months, repayment can run to 36 months, and eligible costs include personnel, equipment, software, training, consulting, certification, testing, marketing, design, IP, and working capital. Applicants must be active Turkish companies with KOSGEB registration and a current business declaration, and the main screen is growth momentum rather than sector novelty. Tech startups and supplier-development partnerships can qualify even when they do not fit the fastest-growth test exactly. It is best suited to companies that already have revenue traction and need larger working capital or capex than a grant program can cover.
