Supports fast-growing Turkish manufacturing, IT, and development firms with subsidized credit for capacity expansion.

The KOSGEB Capacity Development Support Program provides concessional credit — delivered through partner state banks — to rapidly-growing Turkish SMEs in manufacturing, telecommunications, computer programming, IT infrastructure, and R&D sectors. The program includes a small non-repayable grant component (20 points of support score) alongside the primary credit facility. Standard credit limits run from 1,000,000 TRY (minimum) to 20,000,000 TRY (maximum), with an elevated ceiling of 30,000,000 TRY available for enterprises engaged in defense and aerospace supplier development. Project periods run up to 24 months, with credit repayment terms of up to 36 months. Partner banks are Ziraat Bank, Halk Bank, Vakıflar Bank, and Ziraat Participation Bank.

Eligible sectors are defined by NACE codes: manufacturing (C), telecommunications (61), computer programming (62), IT infrastructure (63), and R&D activities (72). Applicants must be small or medium-sized — not micro — enterprises registered in the KOSGEB database with a current business declaration and Turkish Commercial Code status. The primary qualification threshold is "rapidly growing" status, though two categories receive exemptions: tech startups and companies participating in formal supplier development partnerships. Eligible expenses include personnel, machinery, equipment and molds, software, services (training, consulting, certification, testing, marketing, design, intellectual property costs), and working capital.

Applications are submitted through the KOSGEB KBS system on a continuous basis with no fixed annual deadline. Because credit is provided by state bank partners, applicants need both KOSGEB approval and a separate bank credit decision. For Turkish manufacturing and technology companies that meet the rapidly-growing threshold or qualify via the startup or supplier-development exemptions, this program offers one of the higher credit ceilings in the KOSGEB portfolio, particularly for defense-sector suppliers who can access the 30 million TRY limit.
