KOSGEB — Small and Medium Enterprises Development Organization
Supports Turkey's small and medium industry through grants, export readiness, and enterprise modernization programs.
KOSGEB is Turkey’s national SME development organization, operating under the Ministry of Industry and Technology. Based in Ankara, it is the main public agency for small and medium-sized enterprises that need support for manufacturing, technology, digitalization, export growth, and green transition. Its financing toolkit spans grants, concessional loans, and interest or profit subsidies.
The current portfolio ranges from small entry-level support to large project finance. KOBİGEL can provide up to TRY 2 million, the Entrepreneur Support Program combines non-repayable amounts with repayable business-development finance, the Green Industry Support Program reaches TRY 14 million, and the Global Competitiveness Support Program can unlock up to TRY 50 million in partner-bank credit. Digital Transformation, Capacity Development, and TEKMER add separate routes for technology investment, while all amounts are set in Turkish lira.
KOSGEB expects applicants to be registered in its database and to use the KBS portal, with some programs running on continuous submission and others opening on announced calls. The strongest fits are active SMEs with a clear project plan, export or R&D momentum, and a need for structured capital rather than open-ended grant money. Its role is operational rather than ceremonial: it gets capital into firms that can use it to move.
