TEKMER — Technology Development Center Support Program
Provides Non-repayable grants for incubation infrastructure supporting science and innovation and tech-based startups.
TEKMER is KOSGEB's support program for building technology development centers in Turkey. It funds pre-incubation, incubation, and post-incubation infrastructure for R&D, innovation, and technology entrepreneurship, so the core beneficiary is the ecosystem builder rather than a single startup. The program supports several cost buckets at a 75 percent rate: furniture and equipment up to 2,000,000 TRY, shared machinery and software up to 2,000,000 TRY, personnel up to 3,000,000 TRY, and training or consulting up to 1,000,000 TRY, with a combined capacity cap of 4,000,000 TRY. Domestic goods receive an extra 15 percent support bonus, and applicants need business plans and technical review before board evaluation. Eligible applicants are technology-focused entrepreneurs, startups, research organizations, and others building sustainable R&D infrastructure in Turkey. The program is a good fit when the goal is to establish a physical or operational platform for startup support, not to finance a single product build. Because it runs through formal KOSGEB channels and rolling applications, the strongest submissions clearly describe the center model, service stack, and the startups it will host.
