Portugal Blue / Growth Blue I is a €28 million blue-economy venture capital vehicle co-financed in March 2023 by Fundo Azul acting as a limited partner alongside the European Investment Fund (EIF) and Banco Português de Fomento (BPF). Fundo Azul is an autonomous patrimony entity within Portugal's Ministry of Economy, administered by the Secretaria-Geral da Economia, whose statutory mandate is to support blue-economy and ocean-policy objectives aligned with sustainable development goals. The vehicle deploys equity through Portugal Ventures and BPF/EIF intermediaries; this is not a direct-application grant scheme managed by Fundo Azul.

Fundo Azul's historical support instruments include competitive open calls (Editais, 2017–2021) and PRR-backed invitation-only calls (Avisos-Convite, 2022–2024). Since 2022, its PRR funding has been deployed exclusively through directed invitations to specific public beneficiaries — primarily IPMA (Instituto Português do Mar e da Atmosfera) — under EU Regulation 2021/241, Component C10 (Mar), Investment TC-C10-i01 (Hub Azul). No competitive Edital has been open since 2021, and no new Aviso-Convite has been published since October 2024. For the Portugal Blue vehicle, Fundo Azul's role is confined to LP anchor investment only.

Founders and companies seeking blue-economy equity in Portugal should approach Portugal Ventures or BPF directly rather than applying to Fundo Azul. Fundo Azul does not manage an open application portal for the Portugal Blue / Growth Blue I vehicle. The fund's sectoral focus is the broader blue economy, encompassing maritime research, ocean-related infrastructure, and sustainable marine industries registered in Portugal. Any return pathway for commercial success under earlier Edital grants involved reimbursable financing conditions documented in the IAPMEI business plan model template.
