Small Medium Enterprise Development Bank Malaysia Berhad
Funds Malaysian small and medium enterprises with Sharia-compliant development finance across start-up, growth, and regional expansion stages.
Small Medium Enterprise Development Bank Malaysia Berhad is Malaysia's dedicated development bank for small and medium enterprises, wholly owned by Minister of Finance Inc. It offers Shariah-compliant financing across the SME lifecycle, from micro-entrepreneurs and startups through to Bumiputera regional champions, and it does so with support from its CEDAR subsidiary.
Most of its named programmes are financing facilities rather than grants. The portfolio includes HalalBiz Financing, MySMELady 2.0, SME Bank SUCCESS, the Business Accelerator Programme RMK-12, SME Technology Transformation Fund, Dana Kelestarian Alam, and Jaguh Serantau, alongside the PPKV vendor capacity and capability development grant.
SME Bank is best suited to firms that need working capital, asset finance, or sector-specific growth capital in a Shariah-compliant structure. Its thematic programmes extend into halal industry, women entrepreneurs, green transition, digitalisation, and vendor development, which makes it a practical route when commercial expansion needs public backing without moving through a classic grant competition.
