KC.05/21-30 is Vietnam's National Science and Technology Programme on Research, Application and Development of Energy Technology, covering the 2021–2030 planning cycle and administered by the Ministry of Science and Technology (MOST/MST), which merged with the Ministry of Information and Communications in March 2025 and now operates under mst.gov.vn. The programme funds national-level (cấp quốc gia) tasks spanning energy technology research, application, and development, with specific topic priorities defined in the programme's decision documents and available in the call's attached Decision (Quyết định). Awards are denominated in Vietnamese Dong (VND), are set on a per-approved-task basis after evaluation, and are not announced in advance; budgets follow Ministry of Finance Circular 03/2023/TT-BTC and MOST Circular 02/2023/TT-BKHCN. Both organisations and individuals (tổ chức và cá nhân) — including research institutes, universities, state agencies, and companies based in Vietnam — are eligible under Circular 20/2023/TT-BKHCN.
