The Abu Dhabi SME Champions Programme is a procurement-matchmaking initiative operated by the Khalifa Fund for Enterprise Development, designed to connect Abu Dhabi-based SMEs with public sector entities and large private corporations seeking local suppliers. Rather than providing cash or debt financing, the programme gives enrolled SMEs structured access to contract opportunities that would otherwise require established procurement relationships to reach. In 2024, the programme facilitated AED 672 million in procurement deals across more than 650 transactions — a concrete measure of the commercial volume it channels toward SMEs.
Participating SMEs receive access to a portfolio of support services: procurement contract introductions, business consulting, financial assistance referrals (connecting companies to Khalifa Fund's loan products or other instruments), training workshops, and direct networking with key buyers and partners. Matching is managed through the dedicated platform at smechampions.ae. Eligibility is open to SMEs operating in Abu Dhabi across a wide range of sectors; there is no nationality restriction published for the matchmaking programme itself, though the associated financial referral services are directed toward Emirati-owned businesses.
The programme is administered separately from Khalifa Fund's loan suite. It functions as a market-access and business development layer — the primary value is reputational endorsement and buyer introductions, not direct capital. For an Abu Dhabi SME with capacity to deliver on government or corporate contracts, enrolment provides a structured pipeline of procurement opportunities backed by the Khalifa Fund's institutional relationships. Applications are managed via the smechampions.ae platform, not through the TAMM government portal used for loan products.
