The Marine Energy Collegiate Competition is run by the U.S. Department of Energy's Hydropower and Hydrokinetics Office through the American-Made Program, hosted on the HeroX platform. Teams choose between a foundational Kilowatt League and an advanced Megawatt League; Megawatt teams take on all four core challenges, while Kilowatt teams take on the Community Connections Challenge plus at least one

The competition splits into a foundational Kilowatt League and an advanced Megawatt League, each requiring a different combination of four core challenges: a business-plan challenge, a technical-design challenge, a build-and-test challenge, and a community-connections challenge. Teams identify a promising market within the ocean economy, then design, and in some challenges also build and test, a marine-energy device to serve that market. Competitors are encouraged to draw members from a range of disciplines, including engineering, business, marketing, communications, environmental and public policy, and the social sciences.
