The Startup 2025 TRL 7–9 instrument is offered by Argentina's Agencia Nacional de Promoción de la Investigación, el Desarrollo Tecnológico y la Innovación (Agencia I+D+i), Argentina's national agency for research and innovation promotion. This program provides reimbursable contributions to Argentine technology-based startups that have achieved Technology Readiness Level 7 through 9 — meaning their systems have been demonstrated or qualified in an operational environment and are approaching commercialization readiness. Eligible sectors include biotechnology, agritech, energy, and medtech.

The maximum award is USD 500,000 equivalent, covering up to 70% of total project cost; the applicant must contribute 30% counterpart funding from its own resources. Repayment is structured at 120% of disbursed principal recovered over a 10-year term in stepped installments, with a 3-year grace period from first disbursement. Eligible applicants are Argentine technology-based startups no more than seven years old at the time of application, with demonstrated scaling capability and operational traction. Expected deliverables include a product or system validated in a real-world operational environment, a defined commercialization strategy, and signed technology transfer or commercialization agreements.

This instrument is the larger-capital companion to the TRL 5–6 program and is designed for companies that have passed pilot validation and require financing to complete commercialization readiness steps. Applications are submitted through Agencia I+D+i competitive calls, requiring a detailed technical project description, market analysis, financial projections, and evidence of prior development milestones. The higher counterpart requirement (30% vs. 20% for TRL 5–6) reflects the expectation that late-stage startups have greater access to private capital to co-invest alongside the agency.
