BNDES Mais Inovação is a concessional loan program from Brazil's federal development bank BNDES, providing innovation and digitalization financing to Brazilian companies using Workers' Support Fund (FAT) resources at the Referential Rate (TR), authorized under Law 14.592 of May 30, 2023. The program is structured across five sub-programs with distinct conditions: Investimento em Inovação (direct and indirect financing for P&D&I, pioneer plants, tech parks, and PD&I centers); Difusão Tecnológica (indirect financing up to R$50 million per client for Industry 4.0 equipment and tech services); Investimento Automático (indirect financing for digitalization within the Brasil Mais Produtivo program); Apoio a Centros de PD&I (financing for construction or modernization of PD&I centers aligned to national industrial policy missions under CNDI Resolution 1/2023); and Aquisição de Bens Inovadores (direct financing for innovative equipment and Lei de Informática goods under PPB compliance).

Credit limits per economic group are: up to R$300 million per year for the combined Investimento em Inovação and Aquisição sub-programs; up to R$50 million per year per client for Difusão Tecnológica; and up to R$15 million per year per client for Investimento Automático. Minimum ticket sizes are R$10 million for direct financing in the Norte and Nordeste regions, R$20 million for direct financing in other regions, and R$20 million for indirect non-automatic financing. All borrowers must be for-profit companies registered and operating in Brazil; universities, research organizations, and individuals are ineligible. Applications are submitted on a rolling basis via BNDES's Canal MPME — no periodic public call.

This is a loan instrument — full repayment at the TR rate is required. Organizations that carry qualifying innovation investment plans of R$10–300 million should benchmark their project scope against the five sub-program eligibility definitions before applying. Verifying alignment with CNDI/MDIC Resolution 1/2023 mission categories is particularly important for PD&I center applications.
