FINEP Direct Credit (Crédito Direto) — Credit Lines
Funds Brazilian business financing for innovation projects from feasibility to strategic implementation.
FINEP Crédito Direto is the rolling reimbursable-loan (crédito reembolsável) window operated directly by FINEP — Financiadora de Estudos e Projetos — without intermediary financial institutions. All instruments under this umbrella are loans, not grants: applicants must repay principal plus interest. Four lines are currently available on a rolling-submission basis. Finep Mais Inovação targets companies with annual revenue of R$ 90 million or more, applies the TR + 2.5% interest rate, and is aligned with the New Industry Brazil (NIB) strategic priorities. Apoio Direto à Inovação covers a broader range of innovation projects at TR + 4%–7% depending on project profile. Pré-Investimento finances feasibility studies, executive projects, and basic engineering at TR + 7.5%. Finep Direto Telecom is a dedicated line funded by Funttel at TR + 2.5%–5.5% for telecommunications sector projects. All four lines share a minimum project size of R$ 30 million, making them unsuitable for micro, small, or medium enterprises. Eligible borrowers are Brazilian for-profit companies; research institutions and universities cannot access direct credit lines. Applications are submitted continuously through FINEP's online systems and are reviewed on a rolling basis as long as approved credit budgets remain available for each line. Prospective borrowers must prepare a full project proposal including financial statements, technical justification, and repayment capacity demonstration before initiating contact with FINEP's direct-credit team.
