The Gemeinschaftsaufgabe Verbesserung der regionalen Wirtschaftsstruktur (GRW) is Germany's central federal-state joint program for regional economic development, established in 1969 and co-funded equally by the federal government (BMWE) and individual Länder (state governments). The program targets officially designated structurally weak regions with investment subsidies for commercial enterprise projects, municipal economic infrastructure, business networking, SME competitiveness measures, and regional public services. Over the 2022–2025 approval period, €2.1 billion was committed to commercial investments, of which 77% — approximately €1.6 billion — reached SMEs, with €1.4 billion going to manufacturing and €0.6 billion to services. A restructured coordination framework took effect January 1, 2026, following federal-state approval on December 30, 2025, with updated growth incentives and simplified procedures.
GRW is not a direct BMWE grant program — applications are submitted exclusively through each Land's economic development agency, which administers its own calls and processes under the federal-state coordination framework. Eligible applicants are for-profit companies and non-profit organizations making qualifying capital investments in a region listed on the official GRW Fördergebiete (funding territory) map for 2022–2027; universities and pure research organizations are not eligible under the commercial investment pillar.
