Funds Egyptian micro-enterprises through bank and NBFI partners with wholesale microfinance for industrial and agro manufacturing.
Tamkeen Microfinance 2 is MSMEDA's flagship wholesale microfinance programme, under which MSMEDA disburses large institutional tranches to cooperating partner banks and non-bank financial institutions (NBFIs), which then on-lend to end micro-enterprise beneficiaries. Individual beneficiaries can access up to EGP 500,000 per project through the partner network. Approximately 40 percent of the programme's fund is earmarked for industrial enterprises, agro-manufacturing businesses, and companies formalising from the informal sector. In January 2025 alone, over EGP 500 million in MSME financing was deployed through this programme channel.
Banque Misr is among the programme's largest partners: a single EGP 300 million Tamkeen Microfinance 2 tranche with Banque Misr was structured to reach approximately 3,000 micro-enterprises. Other confirmed partners include Tasaheel (EGP 400 million), Banque du Caire (EGP 500 million across two contracts covering 5,300 enterprises), and Reefy (EGP 300 million). MSMEDA functions as a second-tier lender: it is the wholesale capital source, while end-beneficiary origination, credit assessment, and loan servicing rest with the partner institution.
This programme delivers repayable loans, not grants. End beneficiaries apply at the branch or digital portal of the relevant partner bank or NBFI. MSMEDA's subsidised wholesale rate enables partners to offer below-market terms to micro-enterprises. Sector coverage is broad and sector-agnostic, though the industrial and agro-manufacturing earmark means enterprises in those segments benefit from explicit allocation priority.
