This Feasibility Study is an Open Competition Invitation to Tender under ESA-STAR reference AO10316. ESA funds it 100%, up to €250,000 per activity. Bidders -- the Prime and all subcontractors -- register on esa-star, download the tender documents from EMITS once available, and submit a Proposal backed by a Letter of Authorisation from their National Delegation.

ESA wants a feasibility study identifying user needs for future secure satellite communications serving the public-safety sector, part of its 'Space Systems for Safety and Security (4S)' programme. Teams must engage users and stakeholders to define new applications and system requirements, and build a roadmap toward developing and demonstrating the resulting services. Two related tenders issued alongside this one, on essential services and future transport safety, are already closed.
