Europe wants to launch European rockets from European soil. This topic funds launch-service providers and their partners to set up launch pads and the ground facilities around them on EU territory — integration halls, propellant storage, control and command, payload processing, tracking and safety systems.

An EU launch-service provider must be in the consortium as the end user of the new faciliti

Setting up launch pads and supporting ground infrastructure on EU territory: launch integration, storage and operation facilities, control command, payload processing and integration, tracking, safety systems and propellant storage. The EU launch-service provider that will use the facilities must be part of the consortium.
