Europe needs better evidence about which climate policies actually reduce greenhouse-gas emissions and why. This scheduled Horizon Europe Research and Innovation Action funds three €3 million projects to assess policy instruments in sectors outside the current EU ETS1 and improve future mitigation decisions.

Assess the performance of EU and Member State climate policies and measures in sectors outside the current EU ETS1, using ex-post evaluation and ex-ante methods to distinguish policy-driven greenhouse-gas reductions from external drivers. Projects should go beyond traditional decomposition analysis with state-of-the-art econometrics, economy-wide modelling, behavioural and price responses, and digital or machine-learning methods where useful. They should examine social, economic, distributional, gender and resilience effects, identify effective policy options and leverage points, and build networks among researchers, policy experts, governments and stakeholders.
