Running a national adaptation hub in every EU country, plus at least one shared hub for Associated Countries, to connect national climate policy with regional and local action on the ground. Hubs continue and build on the ones the Adaptation Mission already set up, feed lessons into national adaptation strategies, and can pass on cascading grants of up to €200,000 each — one per country — to get every hub actually running. The project also builds a grouping scheme that pairs and clusters regions and local authorities facing similar climate risks, within and across countries, tied into the Mission's existing Community of Practice.
