Horizon Climate Mission: Data & Service Standards

Funds a single €9M project that consolidates reference climate data and standardises the climate services behind Europe's adaptation policy.

Climate risk is rising fast, and demand for climate services — the forecasts, projections and risk data that governments and companies use to plan for it — is rising with it. The problem is that climate services aren't regulated enough. Different providers use different data, different assumptions and different quality bars, and that inconsistency leads to poor adaptation decisions, weak uptake in

Building a methodology to identify, select and consolidate authoritative global and regional reference climate data sets and future-climate scenarios — grounded in existing EU and international sources such as CMIP, CORDEX and Destination Earth — with a built-in mechanism to update them as emissions scenarios and climate science evolve, and folding that methodology into the standardisation of climate services. In parallel, working with European Standardisation Organisations such as CEN-CENELEC, finance institutions such as the European Investment Bank, and end-users to standardise and streamline how climate services are used in adaptation decisions and policy, piloted through real, quality-assured use cases — climate-proofing finance under the EU Taxonomy Regulation, or the climate resilience of long-lived infrastructure and built-environment investments, are the two the topic names directly, with other sectors such as health, agriculture, energy, water management, insurance or the natural environment eligible if justified. Both strands have to be covered in the same proposal, and the project has to budget an operational link to the Mission Implementation Platform and participation in the Mission's Community of Practice, including knowledge-sharing with the sibling project funded under HORIZON-MISS-2026-01-CLIMA-02.
