Diaspora Invests at Home
Funds Romanian diaspora entrepreneurs starting businesses back home with up to 200,000 euros.
The Ministry of Finance runs the scheme with a total budget of 100 million euros between 2026 and 2029, funding up to 200,000 euros per applicant and covering up to 60% of the value of the investment. Applicants must put in a minimum personal contribution of 10%, reduced to 5% for entrepreneurs under 35.
The programme backs Romanians who have lived abroad for at least 12 of the last 18 months and want to start or open a business in Romania. Applicants must show relevant professional experience and commit to keeping their investment and ownership structure in place for three years. The goal is to attract capital and create jobs inside Romania.
