The Commission wants design-to-cost EV batteries from one of two chemistries: LMFP or manganese-rich HLM lithium-ion cells, or sodium-ion cells, each with low reliance on critical raw materials. LMFP cells must reach at least 220 Wh/kg (250 Wh/kg for HLM) and 550 Wh/L, a 20-minute 20-80% charge, and more than 4,000 cycles for LMFP or 1,500 for HLM at 80% depth of discharge; sodium-ion cells target 180-200 Wh/kg, 400+ Wh/L, the same 20-minute charge, and 4,000-6,000 cycles. Both chemistries need a credible path to a EUR 50-75 per kWh pack cost by 2030, cell prototypes demonstrated at pilot scale, and compatibility with at least one named manufacturing-process improvement such as dry or aqueous processing, advanced electrode drying, or improved cell-formation and aging protocols.
