The Commission wants a single Coordination and Support Action that resolves open methodological questions — such as black carbon, radiative forcing and vehicle-manufacturing emissions — in how transport greenhouse-gas emissions are measured and calculated, feeding directly into the EU's CountEmissions EU regulatory proposal and related legislation.
