Smart&Start Italia is a national soft-loan program administered by Invitalia, Italy's national agency for investment attraction and enterprise development, acting on behalf of the Ministero delle Imprese e del Made in Italy (MIMIT). The program is designed to support innovative startups incorporated in Italy that are developing technological products, services, or processes with meaningful innovation content. Smart&Start provides concessional financing — typically structured as a zero-interest or below-market loan — covering eligible project costs including personnel, equipment, external services, and IP-related expenditure. Individual loan amounts range from €100,000 to €1,500,000, with a typical funded amount around €500,000.
Eligibility requires that applicants be formally registered as an "innovative startup" under Italian law (iscrizione nella sezione speciale del Registro delle Imprese), which imposes criteria around company age, revenue, R&D expenditure intensity, and qualified workforce composition. The program is cross-sector and technology-neutral, covering software, hardware, life sciences, materials, and other innovation-intensive activities, at TRL 3–7. Both purely Italian-founded companies and teams with international members operating in Italy may apply. Non-profits and non-commercial entities are excluded.
Smart&Start Italia represents one of the most direct national funding pathways for early-stage innovative startups in Italy, complementing MIMIT-level programs such as the Patent Box tax incentive and Industria 4.0 measures. The program operates with periodic application windows managed through Invitalia's digital portal. Given the soft-loan structure, founders should note that capital is repayable — typically over a multi-year schedule following a grace period — and should model repayment obligations into their financial planning.
