NTIS Fund
Supports Malaysian technology innovators through NTIS with mentoring and grants toward commercialization pathways.
The National Technology and Innovation Sandbox (NTIS) Fund is administered by the Malaysian Technology Development Corporation (MTDC) and provides grant financing to innovators accepted into Malaysia's NTIS regulatory sandbox program. The NTIS sandbox offers a controlled, government-supervised environment in which new products, services, business models, and delivery mechanisms can be tested with temporary regulatory relaxations. Four funding schemes are available: Scheme 1 (Single Site) provides a 100% grant of up to RM250,000 for a 6-month project; Scheme 2 (Multiple Site) provides up to 70% grant funding capped at RM500,000 for a 6-month project; Scheme 3 (Commercialisation) provides up to 70% as a combined grant plus convertible note of up to RM4 million over 18 months; and Scheme 4 (Corporate) provides 1:1 matching funds with a corporate partner on a project-by-project basis.
Eligibility is open to Malaysian individuals and Malaysian-owned companies across all technology sectors; applicants must first be accepted into the NTIS program via sandbox.gov.my before MTDC funding becomes accessible. Eligible costs across schemes include technology licensing and consultation fees, regulatory compliance and product registration, production costs, IP-related expenses (patents, searches, legal), operational expenditures, and marketing and advertising for Schemes 3 and 4. The Commercialisation scheme (Scheme 3) includes a convertible note component alongside the grant portion — applicants choosing this route should understand that the hybrid structure carries a repayment obligation on the convertible portion. MTDC's priority sectors span ICT, biotechnology, advanced manufacturing, medical devices, food technology, IoT, and energy. Applicants should secure NTIS program acceptance before contacting MTDC about fund access, as sandbox admission is the controlling eligibility gate. The NTIS Fund is one of several MTDC developmental programs and is distinct from MTDC's commercial funds (BGF and BSF) which target later-stage commercialisation.
