Inovacao Produtiva — Territorios Baixa Densidade (aviso MPR-2025-9) is a competitive grant call administered by IAPMEI — Agencia para a Competitividade e Inovacao — under the COMPETE 2030 programme, targeting SME productive innovation investments in Portugal's officially designated low-density territories (Territorios de Baixa Densidade, BTD). IAPMEI is Portugal's national agency for SME competitiveness and innovation and co-manages EU structural funds on behalf of the Portuguese state. The aviso was published on 31 July 2025 and ran in two phases: Phase 1 closed 28 November 2025 and the final Phase 2 deadline was 31 March 2026. Applications were submitted via the Balcao dos Fundos portal (bfue-ids.balcaofundosue.pt) in Portuguese. Eligible operations must be individual productive-investment projects by SMEs located within BTD territories targeting one of three defined innovation types: production of new goods or services through knowledge transfer; adoption of significantly improved manufacturing or logistics processes; or implementation of new business, organisational, or marketing models. The call offers elevated co-financing rates to reflect the priority status of low-density territories. Micro and small enterprises receive financing of up to 50 percent of eligible investment under the standard rate, rising to up to 60 percent for projects in the priority NUTS III sub-regions of Alto Alentejo or Beiras e Serra da Estrela. Medium enterprises receive up to 40 percent financing, increasing to up to 50 percent in those same priority sub-regions. SMEs cover the remaining share as co-financing; funding is reimbursed against milestone delivery in line with EU cohesion fund rules. Only for-profit SMEs operating within officially designated BTD territories are eligible; nonprofits, universities, research organisations, and individuals are ineligible. The MPR-2025-9 aviso is fully closed; the Inovacao Produtiva — Territorios Baixa Densidade programme is recurrent under COMPETE 2030, and a successor cycle is expected in the second half of 2026 or in 2027.
