Tomoh is a structured growth program operated by the General Authority for Small and Medium Enterprises (Monsha'at) of Saudi Arabia, designed to support high-growth SMEs on a pathway toward financial maturity and potential capital market participation. The program provides registered enterprises with an integrated system of business development services, connections to investors and service providers, and facilitated access to both public and private sector support bodies. As of April 2026, more than 3,250 establishments were registered in Tomoh, with their combined revenues exceeding SAR 40 billion, and 40 companies had progressed to listing on Saudi Arabia's Nomu parallel market through program support.

Tomoh is specifically oriented toward rapidly growing Saudi SMEs rather than early-stage startups, and it functions as an ecosystem program rather than a direct cash grant instrument. The program connects companies with Monsha'at's network of service partners, which spans financing facilitation, business advisory, and capability-building services. In Jeddah alone, 562 companies are registered in Tomoh, reflecting strong adoption across Saudi Arabia's largest commercial city. The program is closely associated with Monsha'at's broader mission under Saudi Vision 2030 to increase SME contribution to GDP from approximately 20% to 35%.

Tomoh operates on a standing enrollment basis, with eligible Saudi SMEs able to register through Monsha'at's portal. While the program does not disburse direct cash awards in the conventional grant sense, registered companies gain access to subsidized services, facilitated investor introductions, and support for the regulatory and financial preparation required for Nomu listing. Saudi SMEs with demonstrated growth trajectories and an interest in accessing capital markets or institutionalizing their business operations represent the program's primary audience.
