SFEC pays 90% of whatever is still out of pocket after a base scheme like PSG or EDG has already paid its share, not 90% of the original cost. In one worked example on the guide, a S$1,000 training course gets 90% covered by the base scheme, leaving S$100 out of pocket, and SFEC then reimburses 90% of that remainder -- S$90. For a transformation project, if a base grant leaves S$20,000 still owed,

SFEC gives a one-off S$10,000 credit to eligible Singapore employers to defray costs of enterprise transformation projects (such as adopting new technology or improving processes) and workforce transformation initiatives (staff training). It stacks on top of base schemes such as PSG and EDG rather than replacing them, covering a share of what the employer still owes after those grants pay out.
