DOE Office of Science Open Solicitation
Connects research teams and institutions for DOE Office of Science Solicitation in artificial intelligence, energy systems, and fusion research.
The DOE Office of Science FY2026 Continuation of Solicitation for the Office of Science Financial Assistance Program (FOA DE-FOA-0003600) is the standing umbrella mechanism through which SC accepts unsolicited research proposals across all eight program offices — ASCR, BES, BER, FES, HEP, NP, Isotope R&D and Production, and ARDAP — throughout the fiscal year. Posted September 30, 2025, the solicitation remains open through September 30, 2026. It is reissued annually each fiscal year; FY2025 used a separate FOA number in the DE-FOA-0003200 series. This vehicle is distinct from specific topical FOAs and is intended for research that falls within SC mission priorities but does not align with any open competition.
Pre-applications are optional but encouraged and are submitted via PAMS; the relevant program office will advise whether the applicant should proceed with a full proposal. Full applications are submitted via Grants.gov. Award amounts and success rates are not published centrally and vary by program office and available appropriations. For-profit companies, nonprofits, universities, and research organizations are all eligible as applicants. DOE national laboratory researchers apply through Lab Announcements rather than this FOA. The program covers fundamental and applied research within SC's defined mission space across energy, computing, materials, biological systems, nuclear physics, high energy physics, and fusion science.
This solicitation is the most important entry point for research teams whose work does not fit a topical FOA and who have an ongoing relationship with an SC program manager. Teams should contact the appropriate program office before submitting a pre-application to gauge interest. Submission support is available from the PAMS helpdesk at sc.pams-helpdesk@science.doe.gov or (855) 818-1846. There is no single deadline — submissions are accepted on a rolling basis until September 30, 2026, after which FY2027 will be covered by a new FOA number.
Unsolicited basic research proposals across all DOE Office of Science program offices — ASCR, BES, BER, FES, HEP, NP, and ARDAP — accepted on a rolling basis through September 2026.
