The Community Catalyst Building Remediation Program is administered by the Iowa Economic Development Authority (IEDA) to support communities in revitalising their downtown areas by funding the rehabilitation or redevelopment of vacant or blighted commercial buildings. Grants of up to $100,000 are available per project, with 40% of total available funds in each cycle reserved for cities with populations under 1,500, ensuring rural and small-town communities have access to a dedicated share of the pool. Eligible uses include structural rehabilitation, facade improvements, redevelopment of the building interior for commercial reuse, and — in emergency or safety situations only — deconstruction. Each community is eligible for one commercial building per cycle, or two adjacent buildings with identical ownership.

Only Iowa city governments may serve as the lead applicant; private property owners, businesses, and nonprofit organisations cannot apply directly. The city must provide its own financial contribution and/or in-kind resources as part of the project. The FY2026 cycle followed a two-stage process: a pre-application period opened October 6, 2025, with a pre-application deadline of January 29, 2026, after which invited applicants submitted full applications by April 15, 2026. Award announcements are scheduled for June 2026. Projects must be completed within 24 months of the award letter. Applications are submitted through iowagrants.gov.

The full application is by invitation only, making a strong pre-application the decisive step. Cities should document how the target building's rehabilitation will stimulate broader economic reinvestment in the downtown corridor and quantify both city financial commitment and projected private co-investment. Small cities under 1,500 population should note the dedicated funding set-aside, which improves their competitive position.
