The JobsOhio Vibrant Communities program is a rolling grant initiative administered by JobsOhio, Ohio's private economic development corporation, to support catalytic development projects in the state's smaller distressed municipalities. The program targets communities with populations under 75,000 that are at or above the state poverty rate — more than 350 Ohio municipalities qualify. Eligible project types include coworking spaces, downtown revitalization, mixed-use redevelopment, corporate relocation support, and workforce development facilities. The central requirement is that a project must fulfill a genuine market need and represent significant reinvestment in the community, not merely any construction or renovation.

Grant awards range from approximately $167,500 to $1,000,000 per project. Since the program launched in 2021, JobsOhio has funded 25 projects with an $18 million share of a combined $109 million in total investment. Lead applicants may be a community government, private developer, nonprofit organization, or for-profit business, provided the project is located in an eligible municipality. Applicants should first confirm their municipality appears on the eligible communities PDF published by JobsOhio before preparing a submission.

The application process follows a structured vetting workflow: applicants complete a vetting checklist and submit under program guidelines, both available as PDFs from JobsOhio. Because this program operates on a rolling basis with no published per-cycle pool cap, applicants should engage early. Contact is made through JobsOhio directly (contact@jobsohio.com or 614-224-6446) or through one of the seven regional JobsOhio Network economic development partners covering Ohio. Successful projects demonstrate that private capital alone would not fill the identified market gap, making the strength of community need and reinvestment rationale the decisive factor in award decisions.
