The Montana SBIR/STTR Matching Funds Program, administered by the Montana Department of Commerce, provides state grants of up to $30,000 to Montana small businesses that have received a federal Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) award. The program supports both Phase I (feasibility research) and Phase II (expansion and commercial development) federal award recipients, with a separate $30,000 cap available per phase on a yearly basis. Funds must be used to complete the federally funded SBIR or STTR project or to assist in developing related products or services.

Applications are accepted on a continuous rolling basis — the Montana Department of Commerce grants portal (montana.servicenowservices.com/mtgl) accepts submissions at any time, with no published annual deadline. Phase II applicants must have completed a Phase I award and must submit their state matching application within 90 days of the Phase I project's scheduled end date; exceptions are noted in program guidelines. Quarterly progress reports are required throughout the project period, and a final report is due at project completion. Both for-profit and nonprofit organizations holding an active federal SBIR or STTR award are eligible; individual applicants and universities are not eligible without an active award.

Because the state match requires a current federal SBIR or STTR award as a prerequisite, applicants should initiate the state application promptly after receiving their federal notice of award to avoid missing the Phase II window. The program is technology-sector agnostic and has historically served Montana businesses in biotech, energy, manufacturing, and hardware.
