The Wyoming SBIR/STTR Match Grant is administered by the Wyoming Business Council (WBC) and provides a state-funded cash match to Wyoming-based small businesses that have already secured an active federal SBIR or STTR award. The programme operates on a rolling, year-round basis with no fixed application window or competitive cohort. Phase I federal award recipients may request a state match of up to $100,000; Phase II recipients may request up to $200,000. Each business is limited to a lifetime maximum of four match grants across Phase I and Phase II combined.

Eligibility requires the company to hold an active federal SBIR or STTR award at the time of application. At least 50% of the company's employees must be stationed in Wyoming. The programme is restricted to for-profit companies; nonprofits, universities, and research organisations are not eligible. Required application materials include the federal award letter, a W-9, a budget form, an employee information form, and a pitch deck. After submission, WBC typically notifies applicants within two weeks of a virtual pitch session; contract processing takes approximately 45 days following notification. Post-award, recipients must maintain a meaningful Wyoming presence and file annual reports for three years.

The WBC SBIR/STTR Match is one of the few Wyoming Business Council programmes that funds businesses directly rather than routing grants through municipalities or tribal entities.
