The competition runs as three linked stages rather than one submission: a call for concept white papers against one of four named topic areas, a finals pitch event, and an optional Phase I Army SBIR proposal afterward for the eventual winners. Up to sixteen finalists each collect a smaller cash prize and put their technology in front of an evaluation panel of Army and Department of War specialistsโ€ฆ

Open to U.S. small businesses proposing quantum or photonics technology in one of four topics: quantum sensors and clocks for position, navigation and timing; quantum radio-frequency sensors; quantum electromagnetic sensors; and photonics. Entrants must be for-profit, majority U.S.-owned, and have no more than 500 employees; non-profits are not eligible.
