Globalstars is Eureka's cross-border R&D call format for organisations that want to work with partners outside the Eureka network. Eureka itself spans 47 countries, and the program channels international research and development projects through participating national funding bodies. Each call is funded country by country, so award size and local rules come from the participating agencies rather than a single central pool. Projects need at least two independent organisations, at least one from a Eureka country or region in the call and one from the partner market, and no participant or country can take more than 70% of the budget. The program is civilian-only, and self-funded participation is possible. The fit is best for companies, universities, research organisations, and non-profits that need a bilateral or multilateral development partner in a named market. The current Taiwan 2026 call opened on 20 April 2026 and closes on 15 September 2026, with themes ranging from semiconductors and photonics to AI, quantum, telecoms, space, and sustainability.
