Funds joint research and development projects that pair an organisation from a EUREKA member country with an independent partner in a market outside the network, such as Japan, Taiwan, India or Uruguay.

Globalstars runs as a series of bilateral calls, each opened between EUREKA and one specific overseas market — the round open at the time of writing pairs EUREKA countries with Taiwan and closes 15 September 2026. Money itself doesn't come from EUREKA centrally: each participating country's own National Funding Body decides which organisations it will fund, what activities qualify, and how much is

Globalstars backs research and development projects built around a consortium of at least two independent organisations: at least one from a EUREKA country or region taking part in a given call, and at least one from a partner market outside the network, such as Japan, Uruguay, India or Taiwan. Eligible work must aim to research or develop a product, process or service, and must be entirely civilian, non-military work. No single organisation or country can carry more than 70% of the project budget.
