Eureka Network Projects is Eureka's broad international R&D collaboration programme, sitting under the EUREKA Network and open across sectors and organisation types. It supports civilian projects only and works through national funding bodies rather than a single central grant pot. Consortia must include at least two independent entities from at least two participating countries, and no single participant or country may control more than 70 percent of the project budget. Support can take the form of a grant or a loan depending on national rules, with awards and rates set locally rather than at the network level. The programme runs a permanent rolling general call alongside bilateral and thematic calls throughout the year, and the 2026 calendar adds further calls on top of that baseline. Applicants are strongest when the collaboration is genuinely cross-border, technically civilian, and balanced enough to satisfy the budget-share rule while fitting the rules of the relevant national funding bodies.
