The Zhongguancun Science Park Administrative Committee (ZGCAC) is a Beijing municipal dispatch agency that oversees China's flagship national innovation demonstration zone — Zhongguancun (ZGC). The zone spans a Haidian core plus 16 sub-parks across Beijing, home to over 6,000 overseas-returnee start-up companies and major technology clusters.

ZGCAC administers enterprise subsidies, talent-attraction programs, and innovation-support funds for companies and talents registered within the demonstration zone. Key instruments include the Support Fund for Entrepreneurship Service and Talent Development (with itemised CNY caps per category), the High-end Leading Talents Aggregation Project (CNY 1M one-off), and a network of 45 Overseas Talent Pioneer Parks offering R&D subsidies, insurance subsidies, angel VC risk support, and rental subsidies.

ZGCAC operates as a dual agency sharing premises with the Beijing Municipal Science & Technology Commission (Beijing STC) under the one-office-two-signs (一个机构两块牌子) model. All programs are limited to companies and talents based inside the Zhongguancun National Innovation Demonstration Zone.
