The Overseas Talent Pioneer Park Support programme is administered by the Zhongguancun Administrative Committee (ZGCAC) through its network of 45 Overseas Talent Pioneer Parks within the Zhongguancun National Innovation Demonstration Zone in Beijing. The parks collectively host more than 6,000 overseas start-up companies, approximately 40,000 overseas returnees, and over 1.4 million square metres of incubation space. Support is structured around four primary instruments: R&D subsidies for small and micro enterprises, funding for cutting-edge technology development projects, insurance subsidies for pioneering products, and angel venture capital risk subsidies.

Funding for game-changing technology projects may extend for up to three consecutive years, though specific CNY award amounts for most sub-tracks are not documented in available English-language sources. One exception is the High-level Talent Entrepreneurship Base rental subsidy, which offers up to CNY 1 per square metre per day for a maximum of 1,500 square metres over a maximum of two years. The programme also references the Zhongguancun High-end Leading Talents Aggregation Project, under which qualifying leading talents receive a CNY 1 million one-off lump sum. There is no fixed annual deadline; submissions follow rolling notices. Applicants must operate within one of the 45 Pioneer Parks inside the Zhongguancun zone.
