The Support Fund for Entrepreneurship Service and Talent Development is a rolling subsidy programme administered by the Administrative Committee of Zhongguancun Science Park (ZGCAC) using the Special Fund drawn from the committee's annual budget. It covers enterprises, non-profit social organisations, entrepreneurship service agencies, and individual scientific and technological talents registered in the Zhongguancun National Innovation Demonstration Zone in Beijing, across Haidian core and its 16 sub-parks. The fund operates across nine distinct sub-tracks, each with separate reimbursement rates and annual caps.

The highest documented single-agency cap is CNY 3 million per year for professional equipment and facilities (up to 30% of investment). Entrepreneurship activity subsidies reach CNY 1 million per agency per year (up to 30% of expenses); graduate enterprise incentives cap at CNY 2 million per year (10% of economic contribution). Returning overseas talent enterprises receive up to CNY 50,000 per enterprise, capped at CNY 1 million per agency annually; foreign talent enterprises receive CNY 100,000 per enterprise under the same annual cap. Young entrepreneurs under 30 without external investment can receive up to CNY 100,000 (50% of capital); those with investment qualify for up to CNY 300,000. High-end leading talents qualifying under the Aggregation Project receive a one-off lump sum of CNY 1 million.

Applications are submitted online per notices issued on the Zhongguancun website (zgc.beijing.gov.cn); review is offline with no fixed annual deadline. Awards are reimbursement-based for most sub-tracks. The source policy is dated July 2021 — applicants should verify current caps and open notices before applying. Organisations outside the Zhongguancun zone boundary are ineligible.
