CDTI, the Centro para el Desarrollo Tecnologico y la Innovacion, is Spain's public business agency for industrial technology and innovation under the Ministry of Science, Innovation and Universities. It operates as a public business entity and manages an annual funding envelope of roughly EUR 1.2 billion. Its mission is to help Spanish companies turn scientific and technical knowledge into sustainable, globally competitive growth, and it sits at the center of Spain's business-facing R&D support system.

CDTI works through a mixed instrument set. Neotec backs young technology startups with non-refundable grants, while Misiones, Ecosistemas, Eurostars, and SERA support mission-led and international collaboration work. PID, LIC, Cervera, and related lines use partially reimbursable loans, and Innvierte adds an equity route. The 2026 Neotec call set a budget of EUR 20.38 million, expandable to EUR 30 million, reserved part of the envelope for women-led projects, and offered up to EUR 250,000 or EUR 325,000 where the applicant adds an innovation doctor. CIEN, where used, sits in the same technology-finance family as a consortium loan with a subsidy element rather than a pure grant.

Applicants do best when the project matches CDTI's technology and industrialization logic and can clear the agency's online submission and evaluation process. CDTI is strongest where a company can show technical novelty, credible execution, and a route to scale beyond the domestic market, especially in startup formation, industrial development, and international R&D cooperation.
