Spain's Ministry of Science, Innovation and Universities, MICIU, is the national department responsible for science, technological development, innovation, and university policy. It sits inside the Plan Estatal de Investigación Científica y Técnica y de Innovación 2024-2027, which is the main framework for the ministry's funding decisions and programme cycle.

MICIU does not carry most research support on its own. The Agencia Estatal de Investigación delivers research-facing routes such as ATRAE, Severo Ochoa and María de Maeztu, Europa Excelencia, PCI, PII, and GPE, while CDTI handles innovation-oriented business support such as NEOTEC. MICIU itself directly runs university and talent routes including Beatriz Galindo and FPU, with Beatriz Galindo carrying a budget of EUR 18.8 million and ATRAE set at EUR 40 million in the 2026 round.

The ministry publishes calls on ciencia.gob.es, and many applications move through the relevant electronic headquarters rather than a single central portal. Its strength is breadth across universities, research groups, and internationally mobile talent, with the ministry setting the framework and the agencies handling the technical side of most competitions.
