The European Innovation Council (EIC) is the European Union's flagship deep-tech funder, housed under the European Commission and delivered by EISMEA. It sits inside Horizon Europe and combines an annual grants budget of EUR 2.024 billion with direct equity capacity through the EIC Fund. Since 2021 it has backed more than 700 start-ups and about 600 research projects, which gives it unusual scale for a single EU instrument.
Its core routes are Pathfinder, Transition, Accelerator, Pre-Accelerator, STEP Scale Up, and Advanced Innovation Challenges. Pathfinder supports early research and high-risk science, Transition bridges lab results toward validation, and Accelerator carries the strongest commercial projects through grant-plus-equity support. The portfolio reaches across climate, energy, manufacturing, health, biotech, space, quantum, robotics, semiconductors, cyber, and defence, with awards that range from smaller proof-of-concept grants to equity rounds up to EUR 30 million under STEP Scale Up.
Applicants usually need a clear breakthrough, a credible exploitation plan, and the ability to show why the project matters at European scale. The EIC is strongest for teams that can pair technical novelty with a route to market and a larger industrial or societal problem. Its structure matters because it offers both grant and equity capital under one roof, while EISMEA and the European Commission keep the delivery system closely tied to Horizon Europe.
