The Technology and Innovation Office is a division of the New Mexico Economic Development Department, not a standalone agency. It exists to move New Mexico innovation into the commercial market and to support the startup, growth, and relocation of technology-based industries. The parent department is a sizable state operation with a $28 million annual budget, offices in Santa Fe and Albuquerque, and regional staff statewide.

TIO runs six grant programs aimed at advanced computing, advanced energy, aerospace and defense systems, and bioscience. The active award tracks include the Science & Technology Business Startup Grant up to $50,000, the SBIR/STTR Matching Grant up to $100,000, the Quantum Technologies Award up to $200,000, and the Advanced Energy Award up to $1 million, alongside Innovation Hubs and entrepreneurship support grants. Program cycles follow New Mexico's July-to-June fiscal year.
