FINEP (Financiadora de Estudos e Projetos) is Brazil's principal federal innovation-financing agency, founded in 1967 under the Ministério da Ciência, Tecnologia e Inovação (MCTI). It funds the full innovation cycle — from basic research to market application — for Brazilian companies, universities, and research institutions.

FINEP operates a mixed-instrument portfolio: (a) non-reimbursable grants (subvenção econômica via FNDCT) to companies; (b) non-reimbursable research grants to ICTs (Instituições Científicas e Tecnológicas) via CT-INFRA/Proinfra/Centros Temáticos; (c) reimbursable credit lines (loans) at subsidized rates to companies (Finep Mais Inovação, Apoio Direto, Inovacred); and (d) indirect equity investment via Fundos de Investimento em Participações (FIPs) in startups. FINEP is the principal executor of the Fundo Nacional de Desenvolvimento Científico e Tecnológico (FNDCT) and manages the Funttel telecommunications development fund.

In 2026, FINEP launched the flagship Mais Inovação Brasil Rodada 2, committing R$ 3.3 billion in 13 non-reimbursable grant editais aligned to Nova Indústria Brasil (NIB) industrial policy. The federal government also approved a R$ 3.5 billion capital increase for FINEP in April 2026.
